Many looked-after children who are placed
from out of county into Essex, Suffolk and Norfolk are not able to access a CAMHS or comparable mental health service. Responsible commissioners from Local Authorities placing children in these areas are often looking for quality, CQC registered services for assessment or therapeutic support. The Apricot Centre Wellbeing Service was partly setup to meet this need through providing a robust, flexible and quick response to referrals for 'out of area' children placed in East Anglia

The document relevant to responsible commissioning is 'Who Pays? Determining responsibility for payments to providers August 2013'
